(4) BE INCLUDED IN THE STATE BUDGET AS PART OF
THE BUDGET FOR THE EXECUTIVE BRANCH OF STATE GOVERNMENT.
(C) THE GOVERNOR MAY INCLUDE IN THE STATE BUDGET FUNDS
TO SUPPLEMENT THE FEES AND RECEIPTS OF THE CLERKS OF THE
CIRCUIT COURTS.
SECTION 2. AND BE IT FURTHER ENACTED, That, as used in
this Act, "Circuit Court" includes the respective courts of
the Supreme Bench of Baltimore City and the circuit court
for any other county.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Merit System - Laid Off Employees
FOR the purpose of establishing a procedure for laying off
State employees; providing that certain State employees
shall be laid off in a certain order; establishing
certain duties for the Secretary of Personnel and an
appointing authority relating to laying off employees;
providing an employee with the opportunity to accept a
voluntary demotion under certain circumstances;
providing that this procedure does not apply to
employees requesting a layoff; providing for certain
exceptions; requiring the Secretary of Personnel to
provide counseling and retraining to laid off
employees; providing that laid off employees shall be
given a certain priority; and generally relating to the
establishment of a procedure for laying off State
employees.
FOR the purpose of requiring the Secretary of Personnel to
establish certain procedures governing the layoff and
reinstatement of State employees; altering certain
procedures; providing for certain exceptions; and
generally relating to State employee layoffs.
BY repealing and reenacting, with amendments,
