(d) Except in Baltimore City, any alteration by a
local authority of a maximum speed limit on a part or
extension of a State highway is not effective until it is
approved by the State Highway Administration.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1366.
This bill would authorize Prince George's County's and
a municipality within Montgomery and Prince George's
Counties to decrease the maximum speed in a school zone.
Senate Bill 140 would grant this same authority to all
counties and municipalities so long as the political
subdivision pays the cost of placing and maintaining the
necessary signs.
Senate Bill 140, was signed by me on May 20, 1982,
therefore, it is not necessary to sign House Bill 1366.
