AN ACT concerning
Aid to Families with Dependent Children - Definition
of Dependent Child
FOR the purpose of permitting the Secretary of the
Department of Human Resources to prescribe age and
education requirements by regulation in accordance with
federal law and regulations; and making this Act an
emergency measure.
FOR the purpose of altering the definition of dependent
child under the laws relating to Aid to Families with
Dependent Children; making technical changes; and
making this Act an emergency measure.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
Article 88A - Social Services Administration
45.
(c) "Dependent child" means a needy person who [is
either (1) under the age of eighteen years or (2) under the
age of [ twenty-one years and (as determined by the Social
Services Administration in accordance with standards
prescribed by the Secretary of Health, Education and
Welfare) is a student regularly attending a school, college
or university, or regularly attending a course of vocational
or technical training designed to fit him for gainful
employment,] (1) MEETS THE AGE AND EDUCATIONAL REQUIREMENTS
PRESCRIBED BY REGULATIONS OF THE DEPARTMENT OF HUMAN
RESOURCES 19 YEARS AND IS A FULL-TIME STUDENT ENROLLED IN A
PROGRAM AT A SECONDARY SCHOOL OR IN THE EQUIVALENT LEVEL OF
