19-104. STATE AGENCY -- EXECUTIVE DIRECTOR.

(A)  POSITION AND APPOINTMENT.

THE HEAD OF THE STATE AGENCY IS THE EXECUTIVE DIRECTOR,
WHO SHALL BE APPOINTED BY THE GOVERNOR WITH THE ADVICE OF
THE SECRETARY.

(B)  DUTIES.

THE EXECUTIVE DIRECTOR IS RESPONSIBLE FOR THE
ADMINISTRATION OF THE STATE AGENCY AND FOR THE PERFORMANCE
OF ITS FUNCTIONS.

(C)  SALARY.

THE EXECUTIVE DIRECTOR IS ENTITLED TO THE SALARY
PROVIDED IN THE STATE BUDGET.

(D)  STAFF.

THE EXECUTIVE DIRECTOR MAY EMPLOY A STAFF IN ACCORDANCE
WITH THE STATE BUDGET.

IN ADDITION TO THE POWERS SET FORTH ELSEWHERE IN PART I
OF THIS SUBTITLE, THE STATE AGENCY MAY:

(1)  ADOPT RULES AND REGULATIONS TO CARRY OUT THE
PROVISIONS OF PART I OF THIS SUBTITLE;

(2)  EXCEPT AS OTHERWISE PROVIDED IN THE FEDERAL
ACT, CONTRACT WITH ANY PERSON FOR SERVICES NECESSARY TO
CARRY OUT ITS FUNCTIONS; AND
