CHAPTER 639 (House Bill 967) AN ACT concerning Homeless Individuals - Shelter and Nutrition Program FOR the purpose of establishing a program to provide temporary
shelter and nutrition services to certain homeless
individuals to be administered by the Department of Human
Resources; providing that the tax on cigarettes shall be
increased and that the proceeds shall be used to fund the program; directing the Comptroller to pay over and distribute the funds to the Secretary of the Department of
Human Resources certain funds shall be used to establish,
administer, and operate the program; providing for
termination of the program under certain conditions no later
than a certain date; and generally relating to a shelter and
nutrition program for certain homeless individuals. BY adding to Article 88A - Social Services Administration Section 131 through 134, inclusive, to be under the new subtitle "Shelter and Nutrition Program for Homeless Individuals"

BY repealing and reenacting, with amendments, Article 81 - Revenue and Taxes Section 433 and 460 Annotated Code of Maryland (1980 Replacement Volume and 1982 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 88A - Social Services Administration SHELTER AND NUTRITION PROGRAM FOR HOMELESS INDIVIDUALS 131. THE GENERAL ASSEMBLY FINDS AND DECLARES THAT: (1)  AN INCREASING NUMBER OF INDIVIDUALS IN THE STATE
ARE HOMELESS AND LACK PROPER NUTRITION; (2)  CURRENT STATE OPERATED PROGRAMS DO NOT ADEQUATELY
ADDRESS THESE PROBLEMS; AND
