(4) ADOPT RULES AND REGULATIONS TO GRANT A HOMELESS
INDIVIDUAL 3 ONE-WEEK EXTENSIONS, IN ADDITION TO THE ORIGINAL 8
WEEKS, TO UTILIZE THE SERVICES PROVIDED UNDER THIS PROGRAM;
(5) ALLOCATE THE FUNDS PROVIDED FOR THIS PROGRAM; AND
(6) LOCATE THE PROGRAMS IN MAJOR POPULATION CENTERS
IN THE STATE TO ASSIST THE AREAS WITH THE LARGER NUMBERS OF
HOMELESS INDIVIDUALS IN THOSE AREAS OF THE STATE WITH THE LARGEST
NUMBERS OF HOMELESS INDIVIDUALS.
134.
IN ADDITION TO OTHER FUNDS PROVIDED FOR THIS PROGRAM FROM
PRIVATE, FEDERAL, OR STATE RESOURCES, AT LEAST $1,000,000 OF THE
REVENUE GENERATED UNDER ARTICLE 81 § 433 (TAX ON CIGARETTES)
SHALL BE USED FOR THE ESTABLISHMENT, ADMINISTRATION; AND
OPERATION OF THE PROGRAM.

Article 81 - Revenue and Taxes
433.
The rate or amount of tax levied and imposed shall be [6
1/2 cents] 7 CENTS for each ten cigarettes or fractional part
thereof.
460.
(a) The Comptroller shall pay into a special fund in the
treasury all taxes, penalties and interest collected and received
by him pursuant to this subtitle. Such proceeds shall be
disbursed upon the warrant of the Comptroller for the following
purposes:
(1) Such amounts as he deems necessary from time to
time to provide for payments of refunds under this subtitle.
(2) After the deduction provided for in paragraph (1)
of this subsection, 3/13 of the balance remaining shall be paid
into the general funds of this State.
(3) Such amounts as may be required from time to time
to pay the salaries and expenses of administering the provisions
of this subtitle, to be paid into the general funds of the State
as reimbursement for funds budgeted for this purpose.
(4) After the deduction provided for in paragraphs
(1) and (3) of this subsection and the distribution to the State,
as provided in paragraph (2) of this subsection, 70 per centum of
the balance remaining shall be paid into the general funds of
this State.
