union, or savings and loan association shall give to the
depositor or member the notice required by §§ 5-309, 6-403, and
9-909 of the Financial Institutions Article for each of the
depositor's or member's accounts which is in existence on July 1,
1984.
SECTION 3. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason, the invalidity shall
not affect the other provisions or any other application of this
Act which can be given effect without the invalid provisions or
application, and to this end all the provisions of this Act are
declared to be severable.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Homeless Individuals - Shelter, Nutrition, and Service
Income Tax - Estimated Taxes - Supplementary Appropriation
for Homeless Services
FOR the purpose of expanding the program for homeless individuals
to include certain services; defining certain terms;
establishing an independent Board of Trustees Advisory Board
to coordinate the program; providing for the appointment,
terms, powers, and duties of the Board; providing for the
Board to hire staff, allocate recommend the allocation of
certain funds, and carry out other duties; providing for the
distribution of funds to certain organizations and certain
areas; requiring the Board to report on its activities;
designating the responsibility responsibilities of the
Department of Human Resources; altering one of the quarterly
due dates for the payment of estimated taxes; providing that
this Act shall be applicable to taxable years beginning
after a certain date; altering the percentage of income
taxes that must be paid by a corporation that files a
declaration of estimated tax; providing that a corporation
that estimates a tax less than a certain percentage of the
developed tax is subject to certain penalties and interest;
providing for the legislative appropriation of the revenues
derived from the income tax changes for services for the
homeless; making this Act a supplementary appropriation; and
