2.  To the extent not inconsistent with law, all State
governmental agencies shall be responsive to the
housing policy set forth in this Order.

3.  This Executive Order does not create new
substantive rights nor diminish any legal right under
federal or State law, and it is not intended to and
may not be construed to confer any right, privilege "or
status on any private party cognizable by a court.

EXECUTIVE ORDER OF DECEMBER 20, 1984

DECEMBER, 1984 COMMUTATIONS OF
INMATES WITHIN LOCAL DETENTION FACILITIES

WHEREAS, Each of the inmates listed in this Executive Order was
convicted in this State by a court of competent jurisdiction
and is presently nearing the expiration date of the sentence
imposed; and

WHEREAS, Each of the inmates is in the custody of a local
detention facility/jail in the State of Maryland; and

WHEREAS, The local correctional authorities, the Division of
Correction and the Maryland Parole Commission have reviewed,
approved and recommended the commutation of sentences of
inmates within the custody of local detention facility/jail
in the State of Maryland; and

WHEREAS, Assurances have been received from the Chief Executives
of the local jurisdictions; and that

(1)  None of these inmates is serving a commitment
following a conviction of escape, attempted escape or
assault on a correctional officer occurring since
April, 1982;

(2)  No detainers have been filed and no charges are
pending against any of these inmates;

(3)  None of these inmates has served a disciplinary
segregation confinement term since October 19, 1984;

(4)  Each of the inmates is scheduled for mandatory
release by operation of law between December 24, 1984
and May 31, 1985;
