(b) No person shall accomplish or seek to accomplish any
of the things prohibited by [subparagraph (4)] SUBSECTION (A)(4)
of this section, whether with or without the connivance or
consent of the public service company or any of its personnel.
Article 783 - Racing Commission

(e) The Governor, with the advice and consent of the
Senate, at the time of making and announcing the appointment of
commissioners, as well as in the commission issued to each of
them, shall designate the length of the term for which the
commissioner is being appointed, [which] AND WHICH COMMISSIONER
shall be the chairman of the Commission.

(b) Except for stewards and harness judges, the officials
at any race meeting, as this term is customarily understood in
racing, including by way of enumeration only and not in
[limitation] LIMITATION, placing judges, patrol judges, clerks of
the scales, starters and assistants, handicapper, timer, paddock
judge, veterinarian attached to the paddock, racing secretary and
clerk of the course shall be employed and paid by the licensee
conducting the race meeting. There shall be three stewards at
every race meeting conducted by any licensee under the provisions
of §§ 7 and 15 of this article. There shall be three harness
judges at every race meeting conducted by any licensee under the
provisions of § 17 of this article. All stewards and harness
judges shall be appointed by the Commission upon recommendation
of the executive director. The racing associations and
organizations representing the horsemen may make recommendations
of qualified persons for the Commission's and executive
director's consideration for appointment as stewards or harness
judges.

(f) (3) The award of any racing days by the Commission
under this subsection [(f)] constitutes a license of these days
to the tracks to which the days are awarded and does not provide
any right of ownership in the days to any track or any other
person.

(g) (1) [For calendar year 1978 and all subsequent calendar
years, the Thoroughbred Racing Board] THE MARYLAND RACING
COMMISSION may authorize any licensee under Section 7 of this
article to run on any day races involving multiple betting for
two or more horses.
