(iii) The maximum population that could be
served by each sewer construction item as the item is proposed to
be designed;

(iv) The maximum area limits that could be
served by gravity systems for each sewerage system construction
item and the area that each item is designed to serve, with the
area limits set forth in a general narrative statement and on a
map;

(v) The demonstrated need for each major
project, including a presentation of appropriate facts justifying
the proposed construction; and

(vi) The estimated cost of each construction
item in the program.

7-105.

[(c) (1) In Prince George's County, if surface water or
storm drainage facilities are included in the WSSC Capital
Improvements Program, Prince George's County shall advertise in
at least 2 newspapers published in the County.

(2)  The advertisement shall include:

(i) Notice that the WSSC has proposed the
construction of a surface water or storm drainage system;

(ii) The approximate cost and general location
of the proposed system;

(iii) Notice that interested parties may be
heard at a public hearing on the proposed system; and

(iv) Notice of the time and place of the
hearing.

(3)  The WSSC shall be prepared to exhibit a plan for
surface water or storm drainage facilities at the hearing.     The
exhibit shall include information about the length and size of
pipe and the approximate cost of the pipe.]

7-106.

(f) (1) Unless the County Councils have approved the
extension, the WSSC:

(i) May not extend or approve construction of a
sewer of any size or capacity to serve property in either county
beyond the area which has been approved for service in a WSSC
Capital Improvements Program and the 10 year water and sewer
plan; or
