Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 936.

This bill requires if a child placement agency to which a
child is committed determines that adoption is in the best
interest of the child, that the agency petition for termination
of the natural parent's rights within a certain period of time.

Senate Bill 753, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 936.

AN ACT concerning

Adoption - Petition for Termination of Natural Parent's Rights

FOR the purpose of requiring if a child placement agency to which
a child is committed determines that adoption is in the best
interest of the child, that the agency petition for
termination of the natural parent's rights within a certain
period of time; requiring an agency to file a certain report
with the court; requiring certain procedures under this Act;
requiring a court to take certain action after holding a
hearing required under this Act; and generally relating to a
requirement that a child placement agency file a certain
report and a certain petition relating to adoption and the
termination of the natural parent's rights.

BY repealing and reenacting, without amendments,
