Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1015.
This bill includes the local health officer among certain
agencies required to enter into a written agreement specifying
standard operating procedures for the investigation and
prosecution of reported cases of child abuse.
Senate Bill 911, which was passed by the General Assembly
and signed by me on June 2, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1015.

AN ACT concerning
Child Sexual Abuse - Health Officers - Investigation
FOR the purpose of requiring the health officer of a county to
participate in the implementation of certain joint
investigation procedures for investigation of child sexual
abuse including the local health officer among certain
agencies required to enter into a written agreement
specifying standard operating procedures for the
investigation and prosecution of reported cases of child
abuse; requiring written agreements to be entered into on or
before a certain date; defining a term; repealing certain
obsolete references; and generally relating to the
investigation of child sexual abuse and certain health
officers.
