General Fund Appropriation,
provided that $2,000,000 of this
appropriation, made for the
purpose of expanding family
planning services, be withheld
until the budget committees
review a plan for providing more
innovative services than have

been evident heretofore. The

plan should include making

services available at hours

convenient to the clients,

particularly evening and weekend
hours, should target young males
as well as females, and should
promote staffing by qualified
persons who are also able to

develop relationships with

clients based on trust and
respect. The report shall be

submitted to the budget

committees by July 1, 1989. They
shall have 45 days to review and
consider.........................
