The State Department of Education
shall not expend funds for any
job or position of employment
approved in this budget in the
corrections education program in

excess of 216 positions,

including full-time equivalent,
special payments, contractual

positions (defined as the

quotient of the sum of the days
worked by all such employees in
the fiscal year divided by 245)
of the total authorized amount
established in the budget for the
State Department of Education at
any one time during fiscal year
1990. The State Superintendent of

Schools should utilize his

prerogatives under the Education

Article, Section 2-103, to

implement this provision,

provided, however, that any
authorized job or position to be
filled above the 216 ceiling,
including all full-time
