This bill, the Maryland Commercial Driver's License Act,
implements federal requirements that the states establish a
uniform licensing procedure for operators of specified heavy
trucks and busses and implement stricter standards of behavior
for operating those vehicles.
House Bill 558, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 399.

AN ACT concerning
Maryland Commercial Driver's License Act
FOR the purpose of creating a commercial driver's license;
requiring operators of certain vehicles to comply with
certain skills and knowledge standards; defining those
vehicles for which the operators must meet certain safety
standards; requiring that operators of certain vehicles
impliedly consent to take a chemical breath test if any
alcohol is detected in the operator; disqualifying
individuals from operating commercial motor vehicles upon
convictions of certain offenses; creating a commercial and
noncommercial driver's license classification system;
providing for the issuance of temporary licenses upon
expiration of a driver's license in certain instances;
prohibiting persons from operating a commercial motor
vehicle without having been issued a commercial driver's
license; prohibiting a person from operating a commercial
motor vehicle with a certain alcohol concentration in the
person's body; providing for certain sanctions; providing
for the effect of certain multiple offenses; requiring that
new residents meet certain conditions before operating any
motor vehicle in this state State; making provisions of this
Act severable; providing for the effective dates of this
Act; and generally relating to the operation of commercial
motor vehicles and the licensing of individuals to operate
commercial motor vehicles in Maryland.
