LAWS OF MARYLAND

Subsection (b) of this section is standard language
added to clarify the manner of election of officers of
the Board. This addition is supported by the first
sentence of former Art. 75 1/2, § 8(a), which enabled
the Board to adopt bylaws and rules "reasonably
necessary for the proper performance of its duties".

14-204. QUORUM; MEETINGS; COMPENSATION; STAFF.

(A)  QUORUM.

A MAJORITY OF THE AUTHORIZED MEMBERSHIP OF THE BOARD IS A
QUORUM.

(B)  MEETINGS.

(1)  THE BOARD SHALL MEET AT LEAST TWICE A YEAR, AT
THE TIMES AND PLACES THAT THE BOARD DETERMINES.

(2)  THE BOARD MAY HOLD SPECIAL MEETINGS AS PROVIDED
IN ITS BYLAWS.

(3)  NOTICE OF MEETINGS OF THE BOARD SHALL BE GIVEN AS
REQUIRED IN ITS BYLAWS.

(C)  COMPENSATION AND REIMBURSEMENT FOR EXPENSES.
A MEMBER OF THE BOARD:

(1)  MAY NOT RECEIVE COMPENSATION; BUT

(2)  IS ENTITLED TO REIMBURSEMENT FOR EXPENSES UNDER
THE STANDARD STATE TRAVEL REGULATIONS, AS PROVIDED IN THE STATE
BUDGET.

(D)  STAFF.

THE BOARD MAY EMPLOY A STAFF IN ACCORDANCE WITH THE STATE
BUDGET.

REVISOR'S NOTE: Subsection (a) of this section is standard
language substituted for the sixth sentence of former
Art. 75 1/2, § 7, which provided for a quorum of 3
members of the Board. This substitution reflects
that, when Ch. 239, Acts of 1979, enacted the
reference to 3 members, that number constituted a
majority but that the Governor added a consumer member
under the provisions now codified as Art. 41, § 8-102,
without a corresponding change being made to the
quorum provision. The substituted language conforms
