Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 421.

This bill would provide that the bond requirement for certain employees of local boards
of education may be satisfied by the purchase of surety insurance or surety self-insurance
provided by a pool.

House Bill 1108, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 421.

AN ACT concerning

Education - Employee Bonds

FOR the purpose of requiring certain persons to give bond to secure certain interests of
the State of Maryland Board of Education and county boards of education; providing
that the same persons may satisfy the bond requirement by purchasing certain
insurance; requiring that county boards of education to determine the amount of
insurance to be purchased; making stylistic changes; and generally relating to bond
requirements for certain education personnel employee bonds.
