VETOES

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall apply to
fiduciary assets existing on or after the effective date of this Act, but only as to actions by
fiduciaries occurring on or after that date or, if later, on or after an election is made
pursuant to this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 462.                                                                                              

This bill would require the Division of State Documents to prepare and publish the
Maryland Contract Weekly and makes a number of other changes to the law with respect
to the Administrator of State Documents.

House Bill 935, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 462.

AN ACT concerning

Secretary of State - Division of State Documents - Publication of Maryland Contract
Weekly and Public Access to Documents

FOR the purpose of requiring the Division of State Documents to compile, edit, and
publish at a certain frequency the Maryland Contract Weekly; requiring the
Contract Weekly to contain certain information and prohibiting the publication of
certain information; providing for reimbursement of publication costs under certain
circumstances; providing for the printing, distribution, and sale of the Contract
Weekly; requiring the publication of certain notices in the Contract Weekly;
requiring the Joint Committee on Administrative, Executive, and Legislative
Review to adopt certain guidelines; prohibiting the Administrator of the Division
from allowing public access to certain documents before a certain date; making
provisions of a document in the Contract Weekly severable; making a certain
technical correction; providing for the effective date of this Act; and generally
