Howard County Ethics Bill

Ho. Co. 3-94

FOR the purpose of requiring an applicant in certain land use or zoning proceedings in
Howard County to file a certain affidavit when an application has been filed;
requiring an applicant to disclose the name of the recipient, the amount, and the
date of certain contributions; exempting certain entities from the application of this
Act; requiring certain persons to keep certain records; specifying that certain
contributions be disclosed within a certain time period; establishing certain
procedures for the administration and enforcement of the provisions of this Act;
requiring the State Ethics Commission to carry out certain functions; defining
certain terms; establishing certain penalties; making the provisions of this Act
severable; providing for the application of this Act; providing for a delayed effective
date;
and generally relating to election law and ethics law provisions for Howard
County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

26-9.

(F-1) (1) (I) IN THIS SUBSECTION THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(II)     "CANDIDATE" MEANS A CANDIDATE FOR ELECTION TO THE
HOWARD COUNTY COUNCIL WHO BECOMES AN ELECTED OFFICIAL.

(III)   "CONTINUING POLITICAL COMMITTEE" MEANS A COMMITTEE
SPECIFICALLY CREATED TO PROMOTE THE CANDIDACY OF A PERSON RUNNING
FOR ELECTIVE OFFICE.
