(a) An inspection station or any of its employees may not issue an inspection
certificate OR A PROOF OF INSPECTION CERTIFICATE for a vehicle without having
inspected its equipment.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 629.

This bill would require the Department of Legislative Reference to include in the daily
synopsis the statement "This bill imposes a mandate on a local government unit" where
applicable.

House Bill 1302, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 629.

AN ACT concerning

Legislation - Mandates on Local Governments -. Notice and Reporting

FOR the purpose of requiring the synopsis of each Senate and House bill that imposes a
mandate on a local government to include a certain statement; requiring the fiscal
note for each bill that imposes a mandate on a local government to contain a certain
statement and certain information; requiring the Governor's office to prepare and
submit to the Department of Fiscal Services a certain statement for certain bills that
have a fiscal impact on local governments; requiring the Department of Fiscal
Services to include in a certain report certain information about legislation enacted
by the General Assembly which impacts on local governments; defining a certain
term; making stylistic changes; and generally relating to legislation that imposes
mandates on local governments.
