It is the intent of the General Assembly that
no funds be expended from the Emergency
Medical Services Operation Fund for the
replacement of Emergency Medical Services
(EMS) helicopters until a comprehensive
procurement plan and needs assessment has
been prepared by the EMS Board, in
consultation with the EMS Advisory
Council (SEMSAC), a representative of the
private sector, and the Department of
Budget and Fiscal Planning (DBFP),
addressing replacement issues. The plan
should be formulated by a team consisting
of representatives from the EMS Board,
SEMSAC a representative of the private
sector. MIEMSS, State Police, and DBFP.
This plan should encompass evaluations of
EMS airframe requirements, airframe life
expectancies, maintenance requirements,
operational requirements, and other issues
pertinent to the determination of aircraft
procurement. This plan should include
proposed funding sources and an associated
procurement schedule. Upon completion,
this plan must be presented to the budget
committees by August 1, 1996.
It is the intent of the General Assembly that
the Maryland Institute erf Emergency
Medical Services Systems (MIEMSS), in
coordination with the Department of Health
