AN ACT revising Title 11 and Title 20 of the Howard County Code; reorganizing
provisions of the Code governing the Department of Finance and taxes, charges,
and fees; repealing obsolete provisions; amending provisions for payment of
certain taxes and charges by credit or debit card; altering provisions of the
Water/Sewer Connection Financing Program; providing for the semiannual
payment of property taxes; making stylistic and conforming changes; and
generally relating to a revision of the provisions of the County Code governing
the Department of Finance and taxes, charges, and fees.
