regulations to implement former Art. 27, §§ 678 and 690A. See §§
4-203(d)(5) and 4-401(i) of this title.

Also in subsection (a) of this section, the former reference to adopting
regulations "necessary" to carry out this title is deleted as implicit in the
requirement to adopt regulations "to carry out this title" and as
unnecessary in light of the requirements governing the adoption of
regulations set forth in Title 10, Subtitle 1 of the State Government
Article.

4-209. INMATE RECORD.

(A) IN GENERAL.

THE INSTITUTION SHALL COMPILE AND MAINTAIN A COMPLETE RECORD OF
EACH INMATE TRANSFERRED TO IT FOR EVALUATION OR TREATMENT.

(B) CONTENTS.

THE RECORD SHALL INCLUDE THE FOLLOWING MATERIALS TO THE EXTENT
THAT THE MATERIALS ARE PHYSICALLY AVAILABLE AND THE INCLUSION IS NOT
PROHIBITED BY FEDERAL LAW:

(1) POLICE REPORTS AND OTHER RELEVANT INFORMATION
CONCERNING THE CRIME OF WHICH THE INMATE WAS MOST RECENTLY CONVICTED
AND THE SENTENCE IMPOSED FOR THAT CONVICTION;

(2) THE INMATE'S CRIMINAL AND JUVENILE HISTORY AND ALL
RELEVANT RECORDS CONCERNING THIS HISTORY;

(3) PRESENTENCE INVESTIGATION, PAROLE, PROBATION, AND OTHER
REPORTS CONCERNING THE INMATE;

(4) SCHOOL RECORDS;

(5) INFORMATION CONCERNING THE INMATE'S MEDICAL AND MENTAL
HEALTH HISTORY, INCLUDING RELEVANT MEDICAL AND HOSPITAL RECORDS AND
REPORTS; AND

(6) ALL OTHER RELEVANT INFORMATION, RECORDS, AND REPORTS
CONCERNING THE INMATE'S SOCIAL, PHYSICAL, OR MENTAL CONDITION AND
HISTORY.

(C) DESCRIPTION; PHOTOGRAPHS.

(1) THE INSTITUTION SHALL RECORD A FULL AND ACCURATE
DESCRIPTION, INCLUDING PHOTOGRAPHS, OF EACH INMATE TRANSFERRED TO THE
INSTITUTION FOR TREATMENT.
