(c) (1) If it is established that a party failed to file an application for
modification of an award because of fraud or facts and circumstances amounting to an
estoppel, the party shall apply for modification of an award within 1 year after:
(i) the date of discovery of the fraud; or
(ii) the date when the facts and circumstances amounting to an
estoppel ceased to operate.
(2) Failure to file an application for modification in accordance with
paragraph (1) of this subsection bars modification under this title.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

(House Bill 1355)
AN ACT concerning
Lobbying Ethics Commission - Electronic Reporting
FOR the purpose of providing that if certain financial disclosure statements and
reports filed electronically are required to be made under oath, the oath shall be
made by a signed statement made expressly under the penalties for perjury in
the financial disclosure statement or report or attached to the financial
disclosure statement or report; providing that the signed statement is subject to
the same penalties for perjury as an oath or affirmation made before an
individual authorized to administer oaths; and generally relating to oaths in
electronic financial disclosure statements and reports made by lobbyists filed
electronically.
