The Honorable Michael E. Busch
Speaker of the House
State House
Annapolis, MD 21401
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 990 - Frederick County - Employees' Pension System - Alternate
Contributory Pension Selection.
This bill authorizes Frederick County to pay the additional liabilities that result from
its employees' participation in the Alternate Contributory Pension Selection enacted in
2006. The bill also allows participating Frederick County employees to purchase
service credit for their employment from July 1, 2006 to July 1, 2007. The bill is
contingent on the Board of County Commissioners of Frederick County voting to
approve its employees' participation in Alternate Contributory Pension Selection by
July 1, 2007.
Senate Bill 961, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 990.
Sincerely,
Martin O'Malley
Governor
