Biography:

Born in Baltimore, Maryland, October 18, 1931. Attended Kenwood High School, Baltimore County; University of Maryland School of Pharmacy, B.S., 1957; St. John's University, New York, pharmaceutical chemistry. Married, Jeanne Baker, 1964; three children.

General Assembly:
Member of House of Delegates, District 4B, Carroll & Frederick Counties, January 14, 1987-January 14, 2015. Republican. Member, Environmental Matters Committee, 1987-2003 (ranking minority member, 1995-2003; health & public utilities subcommittee, 1995-99; health subcommittee, 1999-2003); Joint Committee on Health Care Cost Containment, 1992. Deputy Minority Whip, 2003. Member, Health and Government Operations Committee, 2003-15 (ranking minority member; health facilities, equipment & products subcommittee, 2003-04; health insurance subcommittee, 2003-04; long-term care subcommittee, 2003-04; insurance subcommittee, 2004-15; pharmaceuticals subcommittee, 2005-06; health facilities & occupations subcommittee, 2005-15); Joint Committee on Health Care Delivery and Financing, 2004-14.
