Attended Fontbonne College, A.B., cum laude, 1963; Woodrow Wilson Fellow, 1963; School of Foreign Service, Georgetown University, M.S., with distinction, 1967; University of Maryland School of Law, J.D., cum laude, 1983. Admitted to the Maryland Bar, 1983. Married; three children.
