Biography:

Born Charles Francis Wagaman, Jr. on February 20, 1942 in Hagerstown, Maryland. Son of Charles F. Wagaman, Sr. and Virginia Otis Wagaman. Attended Hagerstown public schools; Hill School, Pottstown, Pa.; Tufts University, B.S., 1965; University of Maryland School of Law, LL.B., 1968. Admitted to the Maryland Bar, 1968. Married Mary Gilbert (1949-2020), 1967. Three children: Charles; Amy; Allan.

General Assembly:
House of Delegates, Washington County, 1971-78.

Private Career and Other Public Service:
Attorney in private practice in Hagerstown. Member, Washington County Board of County Commissioners, 1979-82. Member, Maryland Potomac Water Authority, 1979-82.

President, Young Republicans of Washington County, 1969-70. Selected as one of the Outstanding Young Men of America, 1971 and 1974. Member, Washington County and Maryland State Bar Associations; Potomac Fish and Game Club.
