GOVERNMENT, LABOR & ELECTIONS COMMITTEE

ORIGIN & FUNCTIONS

From 2003 through 2025, the Committee considered legislation relating to health facilities, equipment, and products; health insurance; health occupations and professions; public health, including Medicaid; and long-term care. It also wass concerned with laws concerning estates and trusts; human relations; procurement; and State government organization, procedures, and operations.

In January 2026, the House Speaker separated functions of the Health and Government Operations Committee into two separate standing committees: Health; and Government, Labor and Elections.

Today, the Government, Labor and Elections Committee considers legislation relating to alcoholic beverages; corrections; election law; government operations and ethics; labor; local government and bi-county agencies and administration; and personnel.

Twenty-four members constitute the Committee (House Rules 17, 18; Code State Government Article, secs. 2-1102 through 2-1105).

SUBCOMMITTEES

The Government, Labor and Elections Committee is supported by six subcommittees: Alcoholic Beverages; Corrections; Election Law; Government Operations and Ethics; Labor; and Local Government and Bi-County Agencies.

ALCOHOLIC BEVERAGES SUBCOMMITTEE
The Alcoholic Beverages Subcommittee originated as the Alcoholic Beverages Work Group of the Economic Matters Committee from 2003 to 2007. Under the Economic Matters Committee, the Work Group reformed as the Alcoholic Beverages Subcommittee in 2007. The Houswe Speaker reassigned the Subcommittee to the Government, Labor and Elections Committee in January 2026.

The Subcommittee reviews local and statewide legislation regulating the manufacture, sale, and distribution of alcoholic beverages.

CORRECTIONS SUBCOMMITTEE
In January 2026, the Corrections Subcommittee started under the Government, Labor and Elections Committee.

ELECTION LAW SUBCOMMITTEE
The Election Law Subcommittee joined the Government, Labor and Elections Committee in January 2026.

GOVERNMENT OPERATIONS & ETHICS SUBCOMMITTEE
In January 2003, the Government Operations and Ethics Subcommittee first organized under the Health and Government Operations Committee as the Government Operations Subcommittee. In January 2015, it reformed as the Government Operations and Long-Term Care Subcommittee. At that time, a separate Estates and Trusts Subcommittee was created. The two subcommittees merged in February 2017 to form the Government Operations and Estates and Trusts Subcommittee. In January 2020, that subcommittee restructured as the Government Operations and Health Facilities Subcommittee and, in January 2026, when transferred to the Government, Labor and Elections Committee, it was renamed the Government Operations and Ethics Subcommittee.

LABOR SUBCOMMITTEE
The Labor Subcommittee joined the Government, Labor and Elections Committee in January 2026.

LOCAL GOVERNMENT & BI-COUNTY AGENCIES SUBCOMMITTEE
The Local Government and Bi-County Agencies Subcommittee was assigned to the Government, Labor and Election Committee in January 2026.
