To commercial, industrial, and agricultural consumers, Maryland Energy Administration provided financial assistance to undertake energy efficiency upgrades or conduct energy assessments and measures. Through Jane E. Lawton Conservation Loan Program, businesses received loans to identify and install energy conservation improvements. Borrowers used savings from reduced operating costs to repay loans.

In July 2012, Governor's Energy Advisor was asked to work with specified State agencies in studying ways to strengthen Maryland's electric distribution system (Executive Order 01.01.2012.15). For that purpose, Grid Resiliency Task Force was convened. Its findings and recommendations were submitted to Governor on Sept. 24, 2012.

In June 2013, Maryland Offshore Wind Business Development Advisory Committee was authorized (Chapter 3, Acts of 2013
Committee made recommendations to Maryland Energy Administration on most effective use of Maryland Offshore Wind Business Development Fund, also established by this statute. Recommendations included specific information on maximizing opportunities for emerging businesses in Maryland, including minority-owned businesses, to participate in offshore wind industry.
Committee's initial recommendations were completed in Dec. 2013, and updates were submitted in Dec. 2014.
Authorization for Committee ended after submission of its final report.

To promote efficient use of energy, State Buildings and Energy Code worked with State and local government agencies. It promoted use of energy performance contracts, and carefully reviewed new construction and renovation plans for government buildings.
State Agency Loan Program. Managed by this office, Program provided zero-percent interest loans to State agencies for cost-effective energy improvements in State facilites. Under this program, lighting, controls, and heating and cooling equipment had been upgraded in State buildings.
For infrastructure improvements, training, and maintenance, State Government Energy Efficiency arranged private financing to State and local government agencies. Savings realized from energy upgrades were used to service debt arranged through Energy Performance Contract agreement.

Maryland Smart Energy Communities promoted energy efficiency in homes. It educated consumers about energy efficient products through Energy Star Program. It also worked with heating and air conditioning contractors to size and install energy-efficient equipment in homes.

Solar, Nuclear, and Storage began as Solar Programs and Grid Resiliency. It promoted use of renewable solar and geothermal energy technologies as clean sources of new electricity generation. Grants were available to Maryland householders to install renewable systems in their homes.
