WEST NORTH AVENUE DEVELOPMENT AUTHORITY

ORIGIN & FUNCTIONS


In October 2021, the West North Avenue Development Authority in Baltimore City was authorized by the General Assembly (Chapters 80 & 81, Acts of 2021; Code Economic Development Article, secs. 12-701 through 12-706).

A body politic and corporate, the West North Avenue Development Authority is an instrumentality of the State (Chapters 215 & 216, Acts of 2025).

The Authority supports the development and approval of a comprehensive neighborhood revitalization plan in the West North Avenue Development Area and its buffer zone to benefit the residents, and improve housing; neighborhoods; economic development; and transportation, including motor vehicles and pedestrian foot traffic. In coordination with Area residents, the Authority will develop a comprehensive neighborhood revitalization plan. By a majority vote of all members of the Authority's Board of Directors, the Authority also may modify the boundaries of the target area and the buffer zone.

In June 2025, the General Assembly authorized the Authority to administer the West North Avenue Development Authority Fund. The Fund's purpose is to provide funds for the Authority to pay consulting fees, salaries, and administrative expenses (Chapters 215 & 216, Acts of 2025; Code Economic Development Article, sec. 12-714). In addition, appropriated funds from the City of Baltimore and the State of Maryland may be managed by the Authority. To carry out its duties, the Authority also may receive donated services from accountants, lawyers, or other consultants.

Beginning Fiscal Year 2028, the Authority is to become self-sustaining.

Authorization for the Authority ends September 30, 2029 (Chapters 215 & 216, Acts of 2025; Code Economic Development Article, sec. 12-714).

BOARD OF DIRECTORS

Fifteen members constitute the Board of Directors of the West North Avenue Development Authority. Of these, one each is appointed by the Governor, the Senate President, the House Speaker, the Baltimore City Mayor, and the Baltimore City Council President. Two members represent community associations, and seven serve ex officio (Chapter 136, Acts of 2023; Chapters 215 & 216, Acts of 2025). The President of Coppin State University serves as Chair.
