Report to Governor & General Assembly on 3-1-1 Program's implementation due July 1, 2028 (Chapter 434, Acts of 2026).
Establishment of a 3–1–1 Program is the Board's charge. The Program is to evaluate and expand the use of 3–1–1 systems in Maryland. As participants in the Program, the Board will designate four counties: two of which have 3–1–1 systems, and two that do not.
The Board will require the Maryland Information Network to solicit requests for proposals from vendors for technology platforms and other services necessary to run 3–1–1 systems for the Program; and submit a list of possible vendors to the Board. Further, in each county participating in the Program, the Board is to establish a chatbot by June 30, 2027, and a voicebot by December 1, 2027. The Board will implement the Program in each participating county by July 1, 2028.
Thirteen members constitute the Board. Of these, eleven members are appointed by the Governor, two by the Senate President, and two by the House Speaker. The Governor names the Chair.
