In 2023, Maryland adopted the Advanced Clean Cars II (ACC II) and Advanced Clean Trucks (ACT) regulations, which were established by the California Air Resources Board, pursuant to the federal Clean Air Act (section 177). ACC II and ACT aim to reduce motor vehicle emissions of criteria pollutants and greenhouse gases in order to protect public health and the environment, and to help Maryland advance the State's climate goals

In April 2025, the Maryland ACC II and ACT Working Group was formed by the Governor (Executive Order 01.01.2025.10).

The Working Group is to develop recommendations for how the ACC II and ACT programs can be implemented successfully in Maryland.

At present, twelve members constitute the Working Group. Of these, the Governor appoints at least six members, though at the discretion of the Governor additional appointments can be made. The Senate President appoints one member, and the House Speaker appoints one. Three members serve ex officio. The Governor or designee serves as Chair.
