Annual Report to Senate Finance Committee & House Economic Matters Committee due July 1, beginning 2026 (Chapter 105, Acts of 2025).

In July 2025, the General Assembly created the Workgroup on Artificial Intelligence Implementation (Chapter 105, Acts of 2025; Code State Finance & Procurement Article. sec. 3.5-807).

The Workgroup is to monitor issues and make recommendations related to artificial intelligence, including the regulation of artificial intelligence used in decisions that significantly impact the livelihood and life opportunities of individuals in Maryland. Deployer and developer obligations related to labor, employment, and protection of individual privacy rights also will be monitored, as will protection of consumer rights, private sector use of artificial intelligence, and general artificial intelligence disclosures for all consumers. Further, the Workgroup will consider enforcement authority for the Division of Consumer Protection, Office of Attorney General; and the impact of the use of artificial intelligence in the determination of government benefits.

Some thirty-three members make up the Workgroup. Of these, the Governor appoints nineteen members; the Senate President and House Speaker each appoint six; and two members serve ex officio. The Senate President and House Speaker select the Chair (Chapter 105, Acts of 2025; Code State Finance & Procurement Article. sec. 3.5-807).

Authorization for the Workgroup ends June 30, 2026.
