In July 2025, the General Assembly required the Maryland Insurance Administration to create the Automobile Insurance Affordability Workgroup (Chapter 395, Acts of 2025).
The Workgroup is to study the affordability of private passenger automobile insurance in Maryland, including factors that contribute to premium rate increases and trends in rate increases. It also will seek policy options to provide greater transparency regarding automobile insurance premiums and make automobile insurance more affordable in the State. Further, the Workgroup is to consider how best to define “affordability” in terms of setting private passenger automobile insurance premium rates. In addition, the Workgroup will evaluate methodologies by which affordability can be considered in establishing private passenger automobile insurance rates consistent with rate-making principles codified by law in the Insurance Article; and consider the financial status of private passenger automobile insurers in the State and potential options to address excess profits.
Authorization for the Workgroup ends June 30, 2026.
