In July 2024, the Baltimore Regional Water Governance Model Workgroup was authorized by the General Assembly (Chapters 503, Acts of 2024).
In reviewing the January 30, 2024 report of the Baltimore Regional Water Governance Task Force, the Workgroup analyzes issues relevant to implementing a regional water governance model in the Baltimore region. These include an equity analysis on how the shift to a regional water governance model affects vulnerable residents in the area; and programs to assist potentially affected residents during the implementation. It also considers issues related to developing a financial transition plan to evaluate how implementing a regional water governance model affects the finances of each jurisdiction, including pension and benefit commitments and debt service. In addition, the Workgroup assesses the available workforce for a regional water governance model, including the hire of new employees and transition of present employees from Baltimore City and applicable counties to the regional model; reviews any legal and legislative actions required for transition, including reform of applicable city and county codes and charters; and assesses the administrative and operational changes required for implementation, including whether stormwater management would fall under the purview of a regional authority.
Further, the Workgroup analyzes whether creating a City–County Rate Board is necessary to ensure fairness for consumers; balances city and county rates; and reviews the regional governance models recommended in the January 30, 2024 report of the Baltimore Regional Water Governance Task Force. It considers other regional water and wastewater governance models to determine how different regional approaches may improve management, operations, employee recruitment, retention and training, billing and collections, planning for capital improvements, emergency management, and rate stability for customers.
Thirteen members constitute the Workgroup. Five members are appointed by the Baltimore City Mayor, and three by the Baltimore County Executive. Two members are appointed by the Governor, and one member each is appointed by the Senate President, and the House Speaker, and the Chair of the Baltimore Metropolitan Council.
Authorization for the Workgroup ends June 30, 2027.
