In July 2025, the General Assembly authorized formation of the Maryland Inventory of Cemeteries and Burial Sites Workgroup (Chapters 411 & 412, Acts of 2025).
In the Maryland Annotated Code, the Workgroup is to review definitions of “cemetery”, “burial group”, “burial site”, and related terms and recommend a single definition for each term. Locally, it will evaluate current cemetery documentation practices used by county governments and municipal cultural resource management and historic preservation programs, nonprofit preservation organizations, and private entities; and consider existing cemetery inventories maintained by county governments, historic preservation programs, and genealogical organizations to determine how best to integrate existing information into a State cemetery inventory system. Further, the Workgroup is to evaluate cemetery inventory systems used in other states with respect to the design, implementation, and maintenance of a Maryland cemetery inventory system. In addition, a set of categories for data collection and maintenance and system functions, including a public search function, for a State cemetery inventory system will be recommended by the Workgroup along with an appropriate entity to collect data for and maintain that system. To begin such a system in Fiscal Year 2027, the Workgroup will estimate costs of design, implementation, and maintenance and recommend funding sources. Also for Fiscal Year 2027, to expedite identification of cemeteries and recommend funding amounts and sources, the Workgroup will evaluate the feasibility and cost of establishing a grant program of financial assistance to governmental entities and nonprofit organizations.
Fourteen members constitute the Workgroup. Seven are appointed by the Secretary of Labor, and seven serve ex officio.
Authorization for the Workgroup ends June 30, 2026.
