The first Maryland Health Insurance Coverage Protection Commission was authorized by the General Assembly in June 2017 (Chapter 17, Acts of 2017). It functioned from June 1, 2017 to June 30, 2023 (Chapters 417 & 418, Acts of 2019).
In June 2025, the General Assembly authorized the second Maryland Health Insurance Coverage Protection Commission (Chapter 696, Acts of 2025).
The second Commission is to monitor and assess current and potential adverse effects on State residents, public health, and Maryland's economy resulting from the loss of health coverage through changes to the federal Patient Protection and Affordable Care Act. Moreover, the Commission will estimate the costs of such changes to Maryland and its residents, and examine measures to prevent or mitigate their adverse effects on the federal Mental Health Parity and Addiction Equity Act, the Maryland Children's Health Program, Medicaid, Medicare, and the Maryland All-Payer Model. Further, the Commission is to recommend laws that may be warranted to minimize such adverse effects; help residents obtain and maintain affordable health coverage; and identify potential funding sources for recommended laws.
Twenty-three members constitute the Commission. Of these, the Governor appoints four members, and the Senate President and House Speaker each appoint three members. Jointly, the Senate President and House Speaker name three additional members. Five members serve ex officio. The Senate President and House Speaker each name a Commission Co-Chair.
Authorization for the Commission ends June 30, 2029.
