In July 2025, the General Assembly authorized the Commission to Study Health Insurance Pooling (Chapter 741, Acts of 2025).
The Commission is to study pooling public employee health insurance purchasing between the State, counties, municipal corporations, and county boards of education using data collected by the Department of Budget and Management, including information provided by the Maryland Association of Counties, the Maryland Municipal League, and the Maryland Association of Boards of Education regarding health insurance benefits offered to public employees by the constituent entities. Based on data collected, the Commission will analyze the impacts of such pooling, including the fiscal impacts, and identify any barriers to implementation of pooling public employee health insurance purchasing in Maryland.
In making legislative or regulatory recommendations on pooling public employee health insurance purchasing with other entities, the Commission will seek to maximize value and efficiency while maintaining a broad package of benefits and reasonable premiums for public employees.
Twenty-five members constitute the Commission. Nine are appointed by the Governor. Twelve represent various organizations. Four serve ex officio. The Secretary of Budget and Management is the Chair.
Authorization for the Commission ends June 30, 2027.
