Report to General Assembly due Sept. 15, 2027 (Chapter 386, Acts of 2026).

In July 2026, the Workgroup for an Inclusive State Workforce was authorized by the General Assembly (Chapter 386, Acts of 2026).

The Workgroup will outline how the State is to encourage the expansion of part–time employment within the State Personnel Management System, the University System of Maryland, and the Department of Transportation; and focus on inclusive employment opportunities in State government and removing obstacles for individuals challenged by full–time employment. Further, the Workgroup is to review current policies and procedures concerning part–time employment in State government; and analyze budgetary incentives, recruitment best practices, and support structures currently in place to encourage the hiring of part–time, benefit–eligible employees. Moreover, the Workgroup will study the economic and operational effects of part–time employment on households and State government, and quantify its long–term economic benefits. Timelines, methods, and associated metrics for expanding part–time employment opportunities will be defined by the Workgroup along with potential statutory changes that may be needed.

Seventeen members constitute the Workgroup. Of these, the Governor appoints six members. In turn, the Senate President and House Speaker each appoint one member. Nine members serve ex officio. The Governor names the Chair.

Authorization for the Task Force ends June 30, 2028.
