In April 2025, the Maryland Licensing Workgroup was authorized by the General Assembly (Chapters 118 & 119, Acts of 2025).
The Workgroup charge is to study all licensing statutes, and regulations adopted under them that concern the provision of financial services in Maryland. It also will examine the need for and efficacy of the existing licensing and registration system for actively licensed persons who provide financial services in the State; and whether any benefit would derive from expanding licensing or registration systems to persons not already subject to such requirements. Further, the Workgroup will make recommendations regarding: the licensing and registration system for actively licensed persons who provide financial services in Maryland; and the possible extension of such systems to persons not already subject to those licensing requirements.
In conducting its study, the Workgroup will consider the potential impacts, costs, and benefits of its recommendations on: Maryland residents; persons facilitating, brokering, making, servicing, or acquiring loans in the State; as well as how Workgroup recommendations might effect: the availability of credit in Maryland; its cost compared to other states; and capital markets, including the volume of secondary market transactions.
Authorization for the Workgroup ends June 30, 2026.
