Report to Governor & General Assembly due Dec. 31, 2025 (Chapters 719 & 720, Acts of 2025).

In July 2025, the Workgroup on Newborn Home Visiting Services was authorized by the General Assembly (Chapters 719 & 720, Acts of 2025).

The Workgroup charge is to compile updated participant data and expenditures per participant from the home visiting for families with newborns programs in Maryland; compare it with data for evidence–based models for universal nurse home visiting for families with newborns; and identify service gaps between the two. Further, the Workgroup will identify opportunities to align the programs with the universal model; identify potential funding sources to close the gap in services; and identify workforce needs, including issues related to cultural competency, and recommend ways to address workforce needs.

Fourteen members constitute the Workgroup. Of these, the Governor appoints eleven members, and the Senate President and House Speaker each appoint one. One member serves ex officio. The Workgroup chooses the Chair.

Authorization for the Workgroup ends June 30, 2026.
