In July 2023, the Committee on Rate Setting and Complaint Resolution for Police-Initiated Medium–Duty and Heavy–Duty Towing and Recovery was formed by the General Assembly (Chapter 669, Acts of 2023). In October 2026, the Committee was renamed as the Committee on Rate Setting and Complaint Resolution for Police-Initiated Towing and Recovery (Chapters 527 & 528, Acts of 2026; Code Public Safety Article, sec. 2-314.1).
The Committee recommends to the Department of Transportation approved rates for light–duty, medium–duty, and heavy–duty towing and recovery that should be charged for police–initiated towing and recovery services. To the Department, the Committee also recommends a process for resolving towing complaints; and examines and reports on insurance matters related to vehicles registered and insured outside Maryland, and the cost and cleanup of cargo and debris.
Appointed to three-year terms, six members constitute the Committee (Code Public Safety Article, sec. 2-314.1).
