In June 2025, the Workgroup to Study Implementation of an Expanded 3-1-1 Nonemergency System was authorized by the General Assembly (Chapter 17, Acts of 2025).
The Workgroup is to review the Department of Information Technology study, which evaluated the potential of artificial intelligence in creating a statewide virtual 3–1–1 portal as a source for Maryland residents to obtain nonemergency government information and services (Chapter 450, Acts of 2024). Further, the Workgroup will review certain areas for study and, if relevant, for potential modification or implementation. These include a review of: existing 3-1-1 services in Maryland and in other states; best practices for such a system; development of an expansion plan and portal; solutions to any problems in expansion; and identification of an appropriate State agency to oversee expansion.
Authorization for the Workgroup ends June 30, 2026.
