Report to Governor & General Assembly due Dec. 1, 2026 (Chapter 462, Acts of 2025).

In July 2025, the General Assembly authorized the Workgroup on the Reorganization of the Maryland Transit Administration (Chapter 462, Acts of 2025).

The Workgroup charge is to study and make recommendations regarding the potential for reorganizing the Department of Transportation and the Maryland Transit Administration. It will consider options for allowing the Administration to continue providing local Baltimore City transit services, including light rail, subway, and bus service: as well as creation of a new unit or reorganization of the Office of the Secretary to provide statewide transit services. Further, the Workgroup is to examine current contractual obligations and agreements of the Maryland Transit Administration and steps needed to transfer them in the event of a reorganization of the Department and the Administration. In addition, the Workgroup will weigh governance changes to the Administration necessary to ensure that Baltimore City has a role in oversight and comment on local Baltimore City transit service.

Eleven members constitute the Workgroup. Two members are appointed by the Governor; one represents the Baltimore City Department of Planning; and seven serve ex officio. The Secretary of Transportation chooses the Chair.

Authorization for the Workgroup ends June 30, 2027.
