Born in Washington, DC, 1943. Attended parochial schools in Charles and St. Mary's Counties; Gonzaga College High School, Washington, DC; Spring Hill College, Mobile, Alabama, B.A. (political science), 1965; Georgetown University Law Center, J.D., 1969. Admitted to Maryland Bar, 1969; District of Columbia Bar, 1970. Served in U.S. Army, 1969-71 (bronze star). Member, American Bar Association; Maryland State Bar Association (judicial administration section council, 2006-23); Charles County Bar Association. Member, Southern Maryland Inns of Court. Member, Rotary Club of Charles County (scholarship program committee). Died October 12, 2023.

The Court of Appeals removed Judge Nalley as a recalled judge, effective September 5, 2014.
