ORIGIN & FUNCTIONS

SEVERN RIVER COMMISSION
Formed jointly in 1984 by the County Council and the Annapolis City Council, the Severn River Commission had limited jurisdiction. Originally its charge was to advise State and local governments on environmental concerns to the Severn River, compile an initial report (Jan. 1987) and final report (Jan. 1989), and disband in December 1989. However, in December 1989 both the County Council and the Annapolis City Council authorized the Commission to continue indefinitely.

The Severn River runs from its head waters in the western part of Anne Arundel County and enters Chesapeake Bay at Annapolis. For the River's preservation, the Commission advises government agencies on policies to enhance and protect the natural, historic and scenic qualities of the River and its watershed. The Commission also reviews existing laws; and develops proposed legislation.

Biennial reports to the County Council and the Annapolis City Council are submitted by the Commission.

The Commission consists of fourteen members who serve three-year terms. Of nine voting members, seven are appointed by the County Executive, and two by the Annapolis Mayor. Five nonvoting members serve ex officio.

SOIL CONSERVATION DISTRICT BOARD OF SUPERVISORS
A soil conservation district constitutes a political subdivision of the State, and a public body corporate and politic, excercising public powers. The District's Board of Supervisors conducts surveys, investigations, and research relating to the character of soil erosion. Within the District, the Board carries out preventive and control measures, including engineering operations, cultivation methods, the growing of vegetation, changes in land use, and other measures.

The Soil Conservation District Board of Supervisors consists six members who serve five-year terms. Five members are appointed by the State Soil Conservation Committee, and one is appointed by the County Executive with County Council consent (Code Agriculture Article, secs. 8-301 through 8-312).

WATER ACCESS COMMISSION
In April 2016, the County Executive formed the Water Access Commission by Executive Order for a county whose rivers, streams, and coves touch 533 miles of shoreline.

Meeting quarterly, the Commission advises the County on how to increase public access to local waterways for fishing, swimming, boating, viewing, and other activities.
