In Baltimore City, early alcoholic beverage licenses were issued by the Clerk of the Court of Common Pleas. After the end of Prohibition with repeal of the federal Volstead Act in 1933, the General Assembly authorized boards of license commissioners in Maryland counties and Baltimore City. to control the retail sale of alcohol (Chapter 491, Acts of 1933).
From 1933 to 2016, three members and one alternate member constituted the Board of License Commissioners in Baltimore City. They were appointed by the Governor to two-year terms. And, at that time, the Governor named the Chair (Chapter 347, Acts of 2014).
In 2016, responsibility for appointing Board members transferred to the Mayor and the City Council President. The Mayor appointed two members, and the City Council President appointed one member and one alternate. The Chair was chosen by the Board of License Commissioners (Chapter 26, Acts of 2016).
In 2024, the power of appointment was returned to the Governor by the General Assembly (Chapter 1042, Acts of 2024; Code Alcoholic Beverages Article, secs. 12-201 through 12-211).
Today, the Board consists of three members and one substitute member. Appointed by the Governor with Senate advice and consent, members serve two-year terms. The Board names the Chair.
Locations: In August 2018, the Board of License Commissioners moved from 231 East Baltimore Street, Baltimore, to One North Charles Street, Baltimore, and in February 2024 moved to its present site at 200 St. Paul Place, Baltimore.
