The Department of Inspections, Licenses, and Permits issues licenses and permits to regulate alcoholic beverage sales, animals, building and construction, cable television providers, concerts, parades, and property rentals. The Department conducts inspections of license holders, and may enforce regulations by issuing fines, or revoking licenses and permits (County Code, secs. 14.100 through 14.1106).
The Department is assisted by the Board of Electrical Examiners.

On electrical matters, and professional guidelines and standards for electricians and companies, the Board advises the County Executive, the County Council, and the Director of the Department of Inspections, Licenses, and Permits. The Board recommends to them rules and regulations related to licenses, examinations, permits, and inspections.
All records and meeting minutes of the Board are filed with the Department of Inspections, Licenses, and Permits (County Code, secs. 3.200-3.229).
Appointed by the County Executive with County Council consent, the Board has seven members. The Director of the Department of Inspections, Licenses, and Permits chairs the Board (County Code, sec. 3.202).
In Howard County, the County Council, ex officio, constitutes the Board of License Commissioners (Code Alcoholic Beverages Article, secs. 23-101 through 23-210).
Appointed by the County Executive with County Council consent, the Board consists of five members, one from each councilmanic district (Code Alcoholic Beverages Article, secs. 23-101 through 23-210).
