Public General Laws. After we adopted provisions making it

possible for the Legislature to enact local public laws in

some instances, Section 2.14 was added. The difficulty

arises not so much because there is an inconsistency betweer
|
|

|
2.11 and 2.14 but because the court might possibly decide
|
|

|
that the requirements of both sections were needed in the
|
|
10
|
case of the law applicable to only one county. To make
|
|
11
|
certain that that is not the case, the amendment is offered
|
|
12
|
so that 2.11 is applicable to more than one county, 2.15
|
|
13
|
applicable to laws applied to only one county.
